An open question for our neighbors
We are 108 households on a quiet stretch of Adams County. Our Declaration includes a built-in mechanism for ending the Association any time 80 percent of us decide we'd rather govern ourselves directly. After thirty-plus years and a newly announced fines schedule, the question deserves an honest answer.
No. 01
Three small lots and the stormwater system. No pool, no clubhouse, no private road. The collective property we pay to govern is three patches of grass.

Architectural pre-approval, inspection rights, lien authority for assessments. Now a per-violation fines schedule administered by the same Board that defines violations.

Article XVII of our Declaration contains a clear termination procedure: written agreement of 80 percent of unit owners. The rule was written by the original developer.

Under Article XVII and 68 Pa.C.S. § 5220, our planned community can be terminated by a written agreement signed by 80 percent of unit owners. The agreement specifies what happens to remaining property and is recorded with Adams County.
